The Governance module manages protocol upgrades and parameter changes.

## Timelocks

| Timelock | Purpose | Delay |

| Short | Operational changes | Shorter delay |
| Long | Critical upgrades | Longer delay |

## Voting Power

liUSD holders vote on capital allocation with power determined by:

* Locked iUSD amount
* Unbonding period (diminishing returns formula)
